Unknown rccs kc belt plate fr

This unusual large brass badge is from the collection of Chris Brooker. He suggests that it may be a cross-belt plate which might have been worn on a bandsman's uniform. As can be seen in the picture it has three screw post fasteners. If anyone has any theories about this badge please send email to webmaster@rcsigs.ca

UPDATE: I have received a few emails confirming that this is a cross belt plate badge. I have been unable however, to find any background of this badge or any photograph showing it worn. I would appreciate any assistance anyone can provide.
